Due to the COVID-19 Pandemic the 2020 Spring UnProgram has moved online via Zoom. We are hopeful that our signature breakout sessions will be held live later this year.


This year’s Spring UnProgram will be a half day webinar, focusing on Medicaid applications and appeals.  Kathy Butcher and Steven Milburn from the Office of Inspector General will be returning to present at our program.  We're also excited to announce that Richard Madison, Jocelyn McCoy and Kyle Meredith from the Bureau of Hearings will also be presenting.  Participants will have the opportunity to send in questions to the presenters beforehand through the registration process.  Participants will also hear a legislative update from lobbyists working with NAELA-IL.

Speaker Bios:


STEVEN MILBURN. Steven holds a bachelor’s degree in economics from the University of Illinois at Urbana-Champaign and a law degree from DePaul University. After several years in private practice, Steven joined the Illinois Department on Aging in January of 2016 where he served Deputy General Counsel for the Department acting as legal advisor to the Adult Protective Services Program. In February of 2018, Steven joined the Office of Inspector General as legal advisor to the Long to Care Asset Discovery Investigation Unit.


KATHY BUTCHER.  Kathy Butcher works for the Office of the Inspector General.  She graduated from LLCC in 1988.  She worked at the Secretary of State from 1989-2001. In 2001, Kathy began working at the Bureau of Long Term Care until 2007 when she became a caseworker.  She started at OIG/LTC-ADI in March of 2012 as a supervisor.  In July of 2015, Kathy was promoted to Manager of LTC-ADI.


RICHARD L. MADISON. Richard is the Chief Administrative Law Judge for the Illinois Department of Human Services. Richard earned his Bachelor of Fine Arts from the University of Rhode Island and earned his law degree from IIT Chicago-Kent College of Law. His entire legal career has been in the area of public service. He served as a summer law clerk for the Cook County Public Defender and then the Lawyers’ Committee for Better Housing. After law school, Richard had the honor to serve as a law clerk to the late Judge Jean Prendergast Rooney in both Mortgage Foreclosure and Chancery before becoming an Administrative Law Judge with the Department of Healthcare and Family Services. He joined the Department of Human Services in February 2016, as a Supervising Administrative Law Judge and has served as the Chief ALJ since July 2016.


JOCELYN C. MCCOY. Jocelyn is a Supervising Administrative Law Judge with the Illinois Department of Human Service. Jocelyn earned her B.A. from Bradley University and her J.D. from The John Marshall Law School. After obtaining her J.D., Jocelyn spent 4 years with The University of Chicago establishing and directing the export control program. Jocelyn has been with the Department of Human Service for 3 years and acts as the Program Lead for long-term care appeals.


KYLE MEREDITH. Kyle is an Administrative Assistant at the IDHS Bureau of Hearings that works with the Long Term Care program. He received a BA from Lake Forest College and a JD from Albany Law School. Kyle has served in various capacities at IDHS since joining the agency in 2014, and has been with the Bureau of Hearings for the last two years.


DAVID STRICKLIN. Mr. Stricklin is the founder of Stricklin & Associates, a bipartisan public affairs consulting firm representing client interests in Springfield, Chicago and Washington, D.C. Mr. Stricklin began lobbying in Illinois at a large Chicago law firm in 2003 and established Stricklin & Associates in 2005. Clients ranging from internationally recognized institutions to the fastest growing industries in Illinois have enlisted him to help them pass essential changes in legislation, defend against hostile policy proposals, and to secure specific provisions within the state budget. Stricklin & Associates rejects the “paint by numbers” approach of client service and instead invests significant time, effort and resources to serve each client based on their unique circumstances. Mr. Stricklin began his career as a television news reporter in Illinois, then went on to serve as chief of staff to three members of the U.S. House of Representatives on Capitol Hill. He served in senior roles in campaigns for governor of Illinois in 1998 and 2002. He and his wife Jennifer live in the northern suburbs of Chicago and have two teenage sons.


SUSANNE HACK. Susanne Hack & Associates is an Illinois government relations consulting firm with an emphasis on matters of public policy before the Illinois General Assembly and the Executive Branch offices of the Illinois Government. Ms. Hack opened her firm after gaining invaluable experience working as a Legislative Counsel in the Executive Branch and as an Assistant Counsel to the Speaker of the Illinois General Assembly. Throughout her career Susanne Hack has developed and maintained close working relationships with Democrat and Republican members of the General Assembly and their top staff. She has also learned to successfully navigate the multi-faceted executive branch on issues relating to budget, procurement, regulations, and legislative policy. Susanne Hack & Associates is founded on the principle that every client should expect thoughtful and experienced advice, cutting-edge information, and on-the-ground representation in Springfield.


NORMA FUENTES. Norma Fuentes joined Stricklin and Associates in January 2020 as an Associate. Ms. Fuentes received her B.A in Criminal Justice and Psychology from Loyola University Chicago in 2018. Ms. Fuentes began her career as a Program Coordinator at the American College of Surgeons, then went on to become a paralegal at Katz Friedman. Her previous work and life experience as the daughter of immigrants have instilled a passion for advocacy and law. As an associate, Ms. Fuentes organizes and conducts meetings and other advocacy opportunities with government officials on behalf of a wide array of clients. She is also politically engaged and worked on behalf of several successful candidates in the March 2020 primary. Ms. Fuentes is trilingual; she speaks English, Spanish, and French. Ms. Fuentes is passionate about mental health, criminal justice, and education. Her strong analytical and diverse perspective allows her to effectively interact with an increasingly younger and more diverse state government. She is an aspiring attorney and hopes to ultimately practice law in Illinois.
